Two things are already certain in the unfolding VW emissions story: it will be very costly for VW (investigations, recalls, plus possible remediation, design changes, fines and class action claims), and it will shake public and regulatory trust in the car maker. Many other questions remain, perhaps the three most significant ones are:
– How widespread was knowledge of the alleged emissions cheating across VW management? Reports certainly suggest both VW and Audi brand management were involved, but which functions and how high up in the management chain did the knowledge or reasonable suspicion extend?
– What in the corporate culture of VW allowed this to happen and continue for so long, apparently unchallenged?
– Will this become the auto industry LIBOR scandal with others in the business implicated, or is it confined to VW?
